Operations Director
Amb. Cyrus S. Kettor is a Liberian youth leader, humanitarian, and operations professional passionate about youth empowerment, leadership, education, and community development.
As Operations Director, he contributes to organizational operations, program coordination, and initiatives that advance the well-being of vulnerable children and families.
He also serves as President of the Youth Department of The Power of His Word Ministries (City of Life) and is pursuing studies in Aviation and Procurement & Logistics, with a vision to become a professional pilot and entrepreneur.

Chief Financial Officer (CFO)
Agnes W. Smith is a dedicated professional whose academic and professional background spans sociology, management, nursing, and psychological counseling. She holds a BSc in Sociology/Management and an Associate of Arts, and is a Licensed Practical Nurse with professional training in psychological counseling.
As Chief Financial Officer, she provides leadership in financial management, accountability, budgeting, resource stewardship, and organizational sustainability, approaching those responsibilities with both professionalism and a strong understanding of people and community needs.
She is passionate about education, wellness, leadership development, and empowering the next generation. A mother of four, she brings a personal commitment to creating opportunities that help children and families thrive.

Fululai K. S. Mulbah is a Liberian statistician, data analyst, researcher, and entrepreneur with a strong passion for data-driven development and transformational leadership.
As IRF’s Director of Monitoring & Evaluation, he provides strategic leadership in data management, research, program monitoring, evaluation, and evidence-based decision-making.
A devoted Christian, Fululai is committed to using knowledge, innovation, and research to empower individuals and contribute to sustainable national development.

Partnerships & diplomacy
Director / Senior Consultant – National & International Affairs
Rev. Dr. Wesley P. Vessellee is a distinguished professional with expertise in national and international affairs, intercultural studies, international relations, and diplomacy.
He holds a Doctorate in Divinity, a B.Th., and a B.A., and is an M.A.M. candidate in Intercultural Studies (International Relations & Diplomacy), alongside other national and international professional certifications.
